About The Job:

Sandy Spring Bank is currently recruiting for a Senior Regulatory Compliance Officer. The successful candidate is responsible for formulating and executing a program designed to ensure compliance with state and federal laws, rules and regulations pertaining to banking operations and lending. The position is responsible for providing expert analysis, risk assessment, evaluation, direction, guidance and board and management reporting as it pertains to consumer regulatory protection functions, select safety, and soundness regulatory requirements. Assists the Chief Compliance Officer in designing comprehensive oversight and reporting, risk tolerance, risk management, and strategy to meet regulatory challenges, including government relations, internal and external audit, and exam management.

MAJOR JOB ACCOUNTABILITIES :

Compliance Monitoring

  • Monitoring Program Designs and conducts compliance-monitoring reviews of business units and bank operational functions and process responsibilities to ensure compliance with state and federal regulations and bank policies and procedures for consumer and commercial products and services.
  • Reporting Creates and prepares management reports from analysis of compliance review results. Assists in preparation of board and management oversight reports on the status of organizational compliance.
  • Coordinates monitoring program with audit program to provide for maximum oversight and efficiency through second line of defense and third line of defense coverage.
  • Performs risk rating of banking functions to be reviewed based on products, regulatory requirements and exposure.
  • Performs oversight of the BSA/AML and OFAC programs.

Compliance Risk Assessment and Implementation

  • Formulates enterprise-wide policies and maintains a compliance manual to provide for coverage of existing and new regulatory requirements.
  • Interprets and analyzes applicable consumer protection and banking laws and regulations. Maintains proficient knowledge to function as internal consulting expert.
  • Obtains and maintains knowledge of bank services, products and procedures.
  • Leads projects to implement changes in laws and regulations and assess risk and impact to business unit processes.

Compliance Guidance/Advisory Services

  • Serves as a Subject Matter Expert in the following laws and regulations: CRA, Fair Lending, HMDA, Regulation O, RESPA, TRID, TILA, TISA, ECOA, FCRA, Bank Security, Americans with Disabilities Act, ESIGN, contract law, real estate law, and others.
  • Consults with business units to provide compliance guidance/assistance for implementation of changes to operating policies and procedures pertaining to existing or new lending laws, regulations, or product changes.
  • Assists in the planning and delivery of consumer and commercial regulatory compliance training for business units and branch personnel.
  • Reviews advertising and marketing promotions for compliance with regulatory requirements. Advises management on changes necessary to maintain compliance.
  • Serves as internal consulting expert for bank regulators and internal audit personnel.
  • Conducts miscellaneous compliance related duties as required.
  • Performs analysis and reporting regarding the banks Community Reinvestment Act and fair lending performance and HMDA compliance functions.

Required Skills:

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Work requires a minimum of 15 years of proven and progressive experience in banking financial services with an additional 5 year concentration in Retail Banking, Community Reinvestment Act, Fair Lending, deposit, consumer lending, mortgage, risk management, or other banking functions.
  • Must have 5 years experience in Governance, Risk Management, or Compliance Management (GRC).
  • Bachelors degree required. MBA, a plus.
  • CRCM, preferred. ACAMs, PMP, or CMB a plus.
  • Experience with Encompass, Action, nCino, CRA Wiz, or Fair Lending Wiz, a plus.
  • Working knowledge of desktop computer applications (Word, PowerPoint, Excel). Experience in Access, Visio, or Governance Risk, Compliance Management (GRC) software, a plus.
  • Expert verbal and written communication skills are essential in order to provide guidance to business units on regulatory requirements and issues and to prepare reports on the results of compliance reviews. Appropriate interpersonal skills are needed to maintain a positive rapport within the organization.
  • Position requires a high level of internal and external contacts to evaluate and make recommendations on complex and varied issues. Works with all levels of management to resolve complex issues. Must be able to develop procedures and present formal training internally.
  • Ability to work independently, meet deadlines, and take decisive action.
  • Well-developed negotiation, analytical, problem-solving and project management skills.

SPECIFIC PHYSICAL REQUIREMENTS:

Work requires reasonable mobility in and around the work area. Ability to use standard computer and phone systems is required

WORKING CONDITIONS:

Normal office environment where there is almost no discomfort due to temperature, dust, noise, or other disagreeable elements.

Work includes little or no potential exposure to hazardous conditions.

Must be able to travel to remote company and/or client locations.
