Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. As the lead entity in managing the convergence of city, county, state, and federal homelessness dollars that inflow into the Los Angeles region, LAHSA is responsible for providing leadership and advancing overall homeless coordination and planning across the Los Angeles region. The Government Affairs team is responsible for overseeing intergovernmental affairs, policy and legislative activities, and community and stakeholder engagement, managing relationships with inter- and intragovernmental organizations, and helping to coordinate the annual Point-in-Time count. Under the leadership of the Chief External Relations Officer, the Director of Government Affairs will be responsible for managing LAHSA’s legislative and community relations teams. The Director will oversee governmental affairs, public policy, and legislative priorities, as well as the strategic development and implementation of local, state, and federal advocacy and programs. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Coordinates and manages relationships with elected officials and staff of the City and County of Los Angeles, state legislature, Congress, and local, state, and federal agencies in support of LAHSA priorities. Plans, develops, implements, administers, and evaluates programs, activities and daily operations related to the Department of Government Affairs. Oversees the management and monitoring of policy committees at the municipal level, while tracking all relevant legislative activity at the state and federal level. Manage requests for data and information, policy analysis and other requests from elected official offices, government agencies and other stakeholders. Provide strategic direction on the development and execution of LAHSA’s public policy and legislative agenda and activities. Ensures the public policy unit performs policy analysis, participates in collaborative meetings with the City and/or County of Los Angeles, focused on the development and implementation of homeless strategies. Facilitate and lead convening and planning sessions as needed or assigned. Work with the Chief External Affairs Officer to develop measurable goals and outcomes for LAHSA to effectively track and monitor LAHSA’s role as Los Angeles Continuum of Care lead. With input and in collaboration with other departments, oversee the drafting and preparation of reports/memorandums in response to City and County of Los Angeles policy motions. Build and maintain relationships with public and private partners to help broaden LAHSA’s engagement of the community and other stakeholders focused on addressing homelessness. Other duties as needed. Minimum Qualifications: In-depth knowledge of homeless populations, systems, and programs including HUD federal policy and program guidelines. Ability to work across functions with both internal and external stakeholders and partners. Problem solver and strong collaborator with exceptional interpersonal skills and track record of working with senior leaders. Excellent leadership and professional presence. Proven ability to manage a team to achieve results. Excellent and proven written and oral communication skills. Flexible and creative team player who can juggle multiple tasks under pressure and sometimes with limited information. Education and Experience: Master’s degree from an accredited college or university in Public Administration, Urban Planning, Public Policy, Law, Communications, or a related field. Five (5) years of professional experience in public policy, legislative affairs, and group facilitation which must have included working with elected officials and their staff, senior officials in government agencies, leaders representing policy and advocacy organizations. Five (5) years in management, managing senior level staff and informing the decision making of an executive team on legislative policy and community relations; Or Any combination of extensive and applicable work experience and educational credentials performing the above duties successfully. Proven professional experience and educational background.
