Job Description
POSITION PURPOSE: To provide administrative support and serve as a liaison between the leadership team and other staff members.
NATURE AND SCOPE: This position reports to the Chief Executive Officer (CEO).
This individual will be responsible for overseeing daily operations within the CEO office in collaboration with officers and managers, and performing administrative tasks such as managing calendars, generating correspondence, maintaining hard copies and electronic files, planning and coordinating corporate meetings. Additionally, the incumbent will generate and manage the budget of the office of the CEO.
This position also acts as the liaison between the CEO and other officers, clients and stakeholders in an effort to ensure consistent communications and ensuring involvement or decision-making at the proper time.
This position will maintain the Health Plan's marketing database that includes contacts for APWU Local and National officers, vendors, federal and postal agencies, as well as other various contacts for mailings throughout the year. Coordinates with the Health Plan Director's office on APWU contacts to ensure that the most up-to-date information is available.
The incumbent will be responsible for developing and building relationships with the APWU union, head quarter staff, local presidents and health plan employees to maximize the proficiency and responsiveness of existing and future operations.
This position also assists with strategic planning and business initiatives that require cross-functional collaboration.
This individual is also responsible for the supervision of the resources within the Document Production Unit so that predetermined objectives are met accurately and on a timely basis. Such supervision includes: administering Plan policy and disciplinary action with regard to unit employees, handling employee/labor-relations issues within the unit, allocating resources based on workload consideration, and ensuring that appropriate processing policies and guidelines are followed consistently.
This position functions under the constraints of Health Plan and Office of Personnel Management (OPM) guidelines and policies.
PRIMARY ACCOUNTABILITIES: Maintains strict confidentiality in all matters.
Provides administrative support of confidential matters for other members of management staff.
Ensures efficient operation of Chief Executive Officer's office in his absence.
Supervises the Document Production Unit and ensures correct formatting and printing of both internal and external documents including newsletters, correspondence, corporate documents, and mailings.
Serves as an organizational subject-matter expert, handling inquiries, developing action plans, and assisting with preparation and dissemination of communications.
Identifies areas of improvement across the organization and makes actionable recommendations
Manages the CEO's calendar and prioritizes his/her time and schedule.
Ensures timely and effective completion of projects and initiatives of the CEO.
Represents the CEO in meetings, by email and phone calls with internal and external stakeholders.
Gathers and analyzes data, conducts research, and offers insights that help the CEO make informed decisions.
Administers Health Plan personnel policies accurately and equitably.
Performs other duties as assigned.
QUALIFICATIONS:
A bachelor's degree in business administration, management, or a related field.
Significant experience in business operations, strategic planning, or program management.
Seven or more years of experience in a business management or executive role.
Experience in planning and leading strategic initiatives.
Strong project-reporting skills, with focus on interdepartmental communications.
Proven ability to develop and lead the implementation of communications strategy, policy, and operational plans, to a successful outcome.
Excellent oral and written communication skills.
Excellent interpersonal and conflict resolution skills.
Proven leadership and analytical skills
