Job Description

The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motivated professional to join the team as an Alcohol Education Specialist to assist the supervisor and division chief with analysis and evaluation of division programs and projects. The Alcohol Education Specialist works directly with individuals to plan, design, and implement programs, trainings and initiatives to reduce underage and dangerous drinking and promote responsible consumption by those of legal age to consume alcohol. You will be responsible for interacting with, analyzing, and identifying the capacity building, technical assistance, and training needs of organizations and grantees. This includes providing community technical support, trainings, workshops and strategic planning as well as evaluating programs and trainings; implementing data collection methods to report program activities. You will also have the opportunity to develop and revise Bureau-produced materials. Other responsibilities include reviewing contracts, grants and agreements for alcohol education-related services in addition to monitoring and evaluating grantee performance through the review of reports and fiscal expenditures.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Flexibility needed to work varying days including weekends. 
  • Telework:  You may have the opportunity to work from home (telework) part-time up to four days a week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.   • Salary:   In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Alcohol Education Specialist Trainee program; or  
  • One year of professional teaching, classroom instruction, or formal training experience, and a bachelor’s degree; or  
  • An equivalent combination of experience and training which includes one year of professional teaching, classroom instruction, or formal training experience.

  • You must be able to perform essential job functions.

Legal Requirements: 

  • You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis. 
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
